Was Frank Sinatra promoting marijuana when he sang "doobie doobie do"?

More importantly is Scooby Doo promoting it with "Scooby Doobie Doo"? Our kids don't listen to Frank Sinatra but they watch Scooby Doo.

And what about the Doobie Brothers band? They sold 40 million albums.
