When our daughter was younger, my wife wanted to start a neighborhood Bible club, but the pastor's wife refused stating that she "didn't have time to oversee another ministry" - my wife wasn't looking for someone else to run it - she would have been happy to do so.  But this pastor's wife had to be in charge of any ministry started by women.

I attended a church for several years where the pastor's wife was a "take charge" kind of gal.  The pastor told me once, "There have been more people leave my church through the years because of my wife than me".  What a sad statement.

You needed permission?

That church was teaching that ALL ministry must be through the church -- you could not send money directly to a missionary; you had to give it to the church, and they would sent it.  You weren't supposed to start "your own" ministry without the church's (pastor's) blessing, and so on, so we thought (at that time) that we did need permission.
