Pastor: Innocent Bystander or complicit?

For sure he is a coward.  But I also think he is complicit in that he allowed it to happen.

It's a fine line between coward and complicit in this case. I agree, I think both.
 
We have all been cowardly in our lives, so I think it wise not to judge him at all.

We were not there, and I'm sure the media is making far more of an issue out of this than it was.

Nevertheless those five or six people need removing from that church immediately, by police if necessary
 
Just more proof that the modern church hasn't a clue about core principles of how a church is to function.  In this case, since the obstinate members persisted in their open sinful behavior, discipline, up to removal from the body, ought to have been the proper course of action by "the majority" who <purportedly> wanted to do the right thing.  It's either ignorance, or cowardice on their and the pastor's part.
