Panhandling revisited- "faking the funk"

This article is from my hometown paper.  It's about a local panhandler who does what many of them do, scams people.
The Scioto County Homeless Shelter responded with frustration Wednesday to photos showing a supposed homeless man purchasing a large TV last week at Walmart. Shelter Director Maureen Cadogan said it
 
I don't trust panhandlers.  We see them here allot on the side of the freeway exits wearing nice clothes and such.  I remember reading or watching something about making like up to $400 a day doing that?
 
How do you deal with panhandlers?

Many of the people you see panhandling downtown, live or at least get meals at the downtown men's mission. There's also an inner-city ministry that hands out things like socks and toiletry to street people on a weekly basis.

By giving money to these two ministries, I feel more good is being done for street people, vis a vis their material needs, than a handful of change given to random panhandlers. (As to them, I do make a point of being respectful even when I'm refusing to give them anything - Ottawa is fortunate in that we don't have the aggressive and abusive panhandlers that I encountered some years ago living in Toronto.)
 
I rarely give money to panhandlers. I once passed 3 different places of business that had help wanted signs in their windows. Within half a mile a young man with a sign that says Will Work for Food. I turned around and offered to take him to these places but he said he would walk. An hour later he was still out with his sign.

Had a man ask me for 2 or 3 dollars for bus fair so he could get to the hospital to see his mother. I offered to take him to the station but he refused.

Had a man ask me on the street for a couple of dollars for food. When I offered to take him & get him something to eat he refused.
 
I usually give them a dollar.  Normally I do not have time to stop and inquire as to their needs, as in taking them to a resataurant to get a meal, etc.  I usually have a buck to spare.  Found out that my best friend from high school was homeles for a while, and picture myself giving him a buck, which is a pitttance compared to what I waste on eating junk food and renting movies.
 
I don't give to panhandlers or the homeless often, but when I do, I won't give money. Usually it's food of some sort.

Used to be a guy who would hang out in the parking lot of the local Save-A-Lot grocery store, and he would always ask for change because he was hungry. Some people, including me and/or my wife, would give an item or two from what we just bought. On a couple of different occasions I saw people taking him into the store, presumably to buy him some groceries.
