The text critical & paleography world is abuzz right now... but they are not holding their breath either.  I myself am skeptical, but if it is true, it would have huge bearings on more than just the reliability issue of the NT.  It would also push the writing of the NT letters and accounts to much earlier than most liberals want to admit.  This could rock the world in the NT bib studies department.  Glad that's my area of study right now :D

How does something like this become officially recognized as authentic?

In the field of academia, the Ms must be studied, published, re-studied, views offered, views defended or refuted, and eventually consensus occurs (maybe).  Journal articles, books, dissertations are all part of the process.  The academic world is its own critic.  They will be the ones that will scrutinize the evidence and determine for themselves the likelihood of such a finding.

Ok, thanks.  So it could be a while.  I guess some details may leak out in the meantime.

Those in the textual community are very skeptical if (and it appears it might) be a discovering from a group that is known for dating Mss far too early.  It is still too early to tell anything definitive.  I mention it for the hype, but I am just as skeptical.  I hope but breath in the world of reality/pessimism.

Maybe the most shocking is that Dan Wallace pulled out this item of discovery in his latest debate w/ Ehrman pre-published.  I wonder if he was getting beat and desperate.
