Is there any difference between HAC education and other bible colleges?  If so, what are they?

Or, what bible college right now would be the same academic level as say....a local university? 

Is there any bible college out there that gives teaching degrees that would be comparable to a state or local university?

PCC has one of the premiere Nursing programs in the country.  Their graduates can get hired just about anywhere.

Harvard Divinity school & Princton Theological Seminary as well as Rutgers Universities New Brunswick Theological Seminary all have a long history of well respected degrees.

Not my cup of tea I would guess though.....

No. They have a solid regional accreditation.
