Church Budget and Pastoral Accountability

A) Should a Church have a budget, and does a budget get in the way of trusting God. Should the budget be very specific (Teen Program, Awana Program, Sunday School, Ladies Lunches, bulletins, office supplies, outreach cost, postage,  etc) or less specific.

B) At what level should a full time pastor be held accountable for his time. He comes and goes, visits people, does his thing, takes vacation ... who watches him, and should he be watched.
 
Yesa  church should have a budget. It is a wise thing to plan where your money is going. Proverbs says the wise man looks ahead and plans and the fool walks into trouble.

How detailed it should be depends on the size of the church. One with a $5million budget needs a detailed budget. One with a $50K budget, not so much.

Unless red flags surface, I'd assume there is no reason to watch the Pastor. Can't think of any scripture that models, or indicates such. Good questions
